GCC’s 2016-2020 strategic plan identifies working groups as the main bodies to carry forward GCC work. GCC partners have utilized working groups in the past for a variety of purposes, including to:
– develop strategy either for GCC or for the partners at the table
– facilitate shared learning
– move forward specific time-limited campaigns.
Moving forward, GCC envision’s working groups will continue to serve a variety of purposes and will take a variety of forms.
Existing GCC Working Groups
The TOD Implementation Table. The TOD Table purpose’s is to accelerate the delivery of mixed income, mixed use development near the region’s best transit to create healthy communities. This will include new construction and the preservation of currently affordable homes (either deed restricted or not), TOD supportive infrastructure and community amenities.

Historic GCC Working Groups
Examples of some of GCC’s former working groups include:
The Local Planning and Policy (LPP) Committee. The LPP’s purpose was to facilitate learning and share strategy across station area planning campaigns. GCC partners working on local station area plans came together to discuss shared challenges and opportunities in their station area planning work. Co-chairs of the group often brought in technical experts or outside speakers to create learning opportunities for grantees.
The Regional Planning and Policy (RPP) Committee’s purpose was to develop strategy for GCC’s regional work. This group generated regional strategies for GCC and then selected projects for GCC to take on. This group developed some of the recent successful regional strategies GCC has engaged in with partners. (See Regional for more.)
The Transit Agency Campaign Working Group brought together grantees and partners engaging with BART and VTA to advocate for the agencies to adopt affordable housing policies. Co-chairs provided shared learning opportunities, and GCC partners brought shared challenges and opportunities that allowed peer-to-peer learning. The group also identified technical assistance needs that GCC’s UCB fellow was able to provide, based on feedback from the working group.
